As one of the earliest significant communal disturbances in post-colonial India, the Jabalpur riot of 1961 marked a watershed moment in the country’s history. An initiating event led to the Jabalpur Rebellion.

The Jabalpur riot began with direct competition for business between Hindu and Muslim bidi (hand-rolled cigarette) producers. On February 3, 1961, the son of a Muslim-Bidi businessman was one of two Muslim men who raped a Hindu girl. Sensationalized media coverage in the area, particularly in a Hindi newspaper associated with the Rashtriya Swayamsevak Sangh (RSS), intensified tensions between the communities.

A Hindu nationalist group spearheaded a demonstration the following day, involving over 200 local children. The rally escalated from a peaceful beginning to a violent one, necessitating the Army’s deployment. Despite a brief respite from fighting on the part of the Army on February 7, violence escalated when Hindus assaulted Muslim quarters and businesses. The deliberate targeting of Hindu households in predominantly Muslim neighborhoods demonstrated a high level of preparation. The official death toll is 55, but unverified accounts place it closer to 200. Most of the victims were Muslims.

Government Reaction: Nehru’s Jabalpur Riot Address

After the riots in Jabalpur, Jawaharlal Nehru felt deeply unsettled. He wrote to chief ministers to express his displeasure with the lack of action from local Congress leaders. While Nehru’s establishment of the National Integration Council was an attempt to lessen racial tensions, it was only partially effective in preventing more riots.
